Chances for legal public server?

As much as I love that we can play LU again, it does suck that it's missing its MMO factor. I miss seeing people around me playing the game even if I'm not interacting with them. What do you think the chances are that TLG allows DLU to host one large legal public server in the future?

Is drinking alcohol in public, in the US, legal if you conceal the bottle?

In media, I see homeless people (and Dennis & Dee) drinking alcohol covered in brown paper bags all the time. I assume you’d get fined if you are seen drinking in public in the US, but if you cover the bottle, is it suddenly, somehow, legal? Could a cop ask you to show the bottle or something? Why do homeless people in the US, apparently, drink alcohol concealed with brown paper bags?
I’ve heard that in the US, alcohol is sold with brown paper bags to “conceal” what the person is carrying. In my country, we get very distinct, very colourful bags with the name of the store on them, so everybody knows if you’ve bought alcohol. But nobody drinks alcohol while holding it while it’s in the bag.
Top Comment: if you cover the bottle, is it suddenly, somehow, legal? No, but it gives the cop an excuse to ignore you. For all they know, you could be drinking apple juice out of whatever you've got in that paper bag, and they've got better things to do.
